Is it safe to say that I would need to install a Big Brother client on 
machines where I'd like to use a module from deadcat.net?

Hi, 
deadcat extension scripts work quite fine with hobbit client.
the configuration is not the same (no bb-bbexttab anymore), but it works. 
So you can use the hobbit client with most deadcat extension scripts.

If it is a client-based module, yet.

There are some modules on deadcat that are 
host-based like bbfetch.

The Hobbit client can run bb extention scripts also. Check the bbcmd man page.
