PAGE alerts

Appear to have hit a small bug.

When attempting to setup PAGE= alerts, systems defined as:
0.0.0.0 xxx.yyy.com # noconn
did not work.  No match was found, when trying hobbitd_alert --test 
xxx.yyy.com

Can someone please confirm?  I really would like to keep my IP's and network 
tests in one place.

PAGE always matches against the primary page for a host, not pages
where you have "copies" of the host.
