Tiny suggestion: create download directory 🔗 link

I have a tiny little suggestion to the developers, at least of the RPM,
create the download directory.  The xymon-4.3.28-1.el7.x86_64 RPM does not
create it and there is no official documentation about where to create it
that I could find.  Anyway, for the above RPM, creating it in the xymon
user's home directory works (so it will be /usr/share/xymon/download ) and
means that clients can download files from there using the bb://filename
URL syntax.
