If you try to visit the Xymon project page on Sourceforge
at http://sourceforge.net/projects/hobbitmon/ you'll get a
"404 Page not found" result.

This is not because Xymon is dead.

It is because Sourceforge has finally been nudged into
renaming the project from "hobbitmon" to "xymon". It only
took a few years to get them to do that ...

So for your next Xymon download, go to
http://sourceforge.net/projects/xymon/

Is this a rename or a new project in the world of Sourceforge?

A rename, so we should keep all of the SVN history, the
mailing list archives, the tracker stuff etc.

Not sure if the mailinglist adresses also changed. Just
tried mailing to "xymon-developer" instead of
"hobbitmon-developer" and it bounced - but maybe that is
just temporary until the changes filter through all of
the Sourceforge apparatus.
