Yes hobbit doesn't work 100% with netscape 4.7x but as far as I can tell only two things don't work!
The menu does not appear and the "mag" fumction  for graphs.
I modified the footer to include:
Main , Non Green, NK and Help
I create an index.html for the help directory.

I suppose you could create a Report and Aministration html menu pages too for inclusion in the footer.
