'menu' is undefined

Greetings:

 
On my newly installed Hobbit server, when I open it from the IE, it shows
the following error messages. I checked all the service on server and hosts
is up. Where can I define the menu? Or how to fix it?Thanks.

I'm with Joe - don't use a stupid browser.

I know my near-vanilla Hobbit 4.2.0 works with IE6 and Firefox 2

Look  to see if there are any error messages in your web server log.
There's a menu function in server/www/menu/menu.js.  If that's not being
picked up properly, you won't get the menu at the top of the page.
