charset labeling

Hi,

Is it possible to insert the following meta tag in the html
header automatically?
<META http-equiv="Content-Type" content="text/html;CHARSET=UTF-8">

In my bb-hosts, I have some COMMENT tags in Japanese. So, that
would be useful for the browsers whose default charset is set to euc_jp
or something (not utf-8).
