NOTICE in alert configuration

Could someone elaborate on the NOTICE bit in the alert configuration...

Is it an ONLY deal, an AND deal, or an OR deal... this is to say, if you put "NOTICE" on a line, does it match ONLY notice alerts, only those alerts which are also NOTICE alerts, or does it match the usual stuff plus NOTICE alerts?
