I did like I have done hundreds of times just configure make make install

No, you get an "Invalid request" message. That's different.
hobbitÉleopg9u:ü/cgi-bin$ sh -x confreport.sh
confreport.sh is a CGI script. You cannot invoke it from
the commandline without setting the environment variables
that a CGI script would normally get from the webserver:
REQUEST_METHOD, QUERY_STRING, SCRIPT_NAME and feeding it
the post data.

BTW, did you run the upgrade script as per RELEASENOTES
and docs/upgrade-to-430.txt ?
