Hobbit development

Was there a decision made regarding a separate hobbit developer list?

Also, I remember there being mention of customisable look and feel, and
possibly local skins.

Are there any plans to head in that direction?

 
Did these questions ever get answered?

 
Also, I thought I saw in some documentation somewhere that there may be
plans to allow web based configuration.  Is that something that is in
place, or being worked on?  If not, I might be interested in taking that
on if anyone is interested...
