ask someone to send it to you if you already have it?

did you put a "."  infront of the path ? Like:

./bin/bbcmd ./ext/rootlogin.pl

Have setup the xymon environment  before running that command ? like
BBHOME=xxxx

chmod 755 /usr/lib/hobbit/server/ext/rootlogin.pl

cd /usr/lib/hobbit/server

 bin/bbcmd ext/rootlogin.pl

     ?

this is the result

-bash: /usr/lib/hobbit/server/ext/rootlogin.pl: Permission denied
