CPU LOAD

The Analysys.cfg has this default LOAD value:
LOAD    5.0 10.0
For a 2 CPU machine, wouldn't those values be too high?
A load 2.0 on a 2 CPU machine means a 100% usage of the total "CPU power",
right?
