alerts.cfg "TIME=" broken in v4.3.19?

The same thing is happening for me in 4.3.19

I have TIME=*:0800:2200 in alerts.cfg and it now shows as - in info
column and the config report

Display issue.  Tested today, the alerts worked for me as expected.
