I finally got an answer. The function
void UploadMessage(int argc, char *argv[], BBWinNet & bbobj)
is added. So you can execute
"bbwincmd.exe <bbdisplay>[:<port>] uploadmessage <filename>"
I applied your patch to the bbwin sources :
