I think the tarball process on sourceforge doesn't manage links properly.
Using svn is very easy - just install subversion and run:
svn checkout
https://hobbitmon.svn.sourceforge.net/svnroot/hobbitmon/branches/4.4.0
xymon-4.4.0
I did this, https did not work for me. Used http instead
"make" went well but
"make install" gave this immediately
# make install
Make: Must be a separator on rules line 45. Stop.
