Oracle did the exact same thing to RHEL as CentOS did - grabbed the source,
rebranded it by changing strings from "Redhat" to "Oracle", added a few
proprietary bits (ksplice, etc) and built all the RPMs.  It is essentially
the exact same product.  I dunno why a RHEL RPM wouldn't install, but you
can certainly build from source following RHEL instructions.

At least there are RPMs for them on https://terabithia.org/rpms/xymon/

those for RHEL should also work on Oracle Linux as it is a derivative
of it AFAIK.
