Unable to start xymon

That would indicate a xymon process is still running!! 
The process id is 3226.

When i run lsof i get the following

xymond     3226        xymon    3u  IPv4   71314      0t0  TCP *:1984 (LISTEN)

But when i try to restart xymon i get the errors mentioned below

I checked and we are not using bb-proxy or any proxy's at all.

Any ideas on why this would be happening
Run the following as root/via sudo to display which application/process is holding the port open:

lsof -n -P -i | grep 1984
