Seeking confirmation of bug in acknowledge.c

Yup, looks like a bug to me.  Present in v4.3.12 and going back at least to
v4.3.0.

This came to light when I made changes to the std_footer and those changes
did not render correctly on acknowledge.sh when there were no alerts.
