I can not see why it can't open 'tasks.cfg'.
Try switching to the xymon user and changing to /opt/xymon/server/etc/. My
guess is that one of the directories in that path is not readable by the
xymon user. If a directory is not readable, subdirectories appear to be
non-existent.
