conn=worst problem

If I use the conn=worst,ipaddr in the bb-hosts file, If both addresses are not reachable, the rest of the ip tests (ntp ldap dns) continue to be tested and continue to be RED. 
If I don't use the conn=worst, they get clear.
Is this the right behavior? I suspected (and also prefer) them to go clear if both ip's are not reachable.
