BBREPWARN variable (bug?)

Was dumping all variables in bulletin_footer and ran across something
strange.

When I insert &BBREPWARN into any page (header / body  or footer), it will
cause the page to not display correctly, or in some cases not display at
all.  Any ideas why it would do this?  For pages like bb.html it will refuse
to generate a newly updated page until the variable is removed and hobbit is
rebooted.

Looking at hobbitserver.cfg and environ.c this variable is just assigned
"97" or some other value.

I tried this in Hobbit versions 4.1.2 and 4.2.0 and get the same result.
