Question about hobbit alert acknowledgement, delay of next alert time

When I put "delay=999" in the replied email to an email alert,
I saw following message showing up on the webpage.

Question 1.  Will I really get 999 minutes of delay time ?
Question 2. what is  "=20" mean ?
