Keep getting 403 Forbidden on /xymon

Right, no errors, but is the console not loading because there's no content
in some of those directories?  Just trying to figure out if this is still
an apache issue or if we're now down to an app layer issue.  Below is what
I see in the xymongen.log over and over too.

2013-12-06 10:23:05 xymond status-board not available, code 0
2013-12-06 10:23:05 Failed to load current Xymon status, aborting
page-update
