I haven't had much success in doing what I think you're trying to do. But
have a look at the "--multigraphs" option for svcstatus.cgi (man svcstatus).
Note that Xymon will try to put up to 5 lines on the one graph, whereas you
want only 1 line on each. Devmon does this thing where it sets the
linecount using a comment in the HTML sent in its status message (eg "<!--
linecount=9 -->") and you can manipulate the number of lines on each graph
by tricking Xymon, but sometimes you end up with more graph images than the
number of lines you want to graph, and the extra show as a broken image. I
think there's room for improvement in the code for this - it does the vast
majority of cases just fine, but isn't able to handle some more exotic
cases like yours.
You might try graphing the high watermark scaled to 10% (or some suitable
number) using a CDEF. Or perhaps set the y-axis to logarithmic (-o). Or,
you could add "-h 200" to double the height of the canvas from the default
of 100 pixels.
