Problems with CPU thresholds on Hobbit server

This stuff...

HOST=server1.localdomain.com
        LOAD 11.0 25.0

belongs above the DEFAULT statement.  Hobbit reads things top down to match
hosts.

though it should not be used. I am not calling hobbitclient.sh with
