Holidays and planned downtime

Not sure why Henrik didn't add HOLIDAYFORMAT into hobbitserver.cfg.DIST file.
Perhaps I am mis-reading this, but isn't this defined in
/etc/hobbit-holidays.cfg?
HOLIDAYFORMAT is defined in hobbtserver.cfg.

Maybe this is considered an optional feature ?

Do you think holiday should be enabled by default for 4.3.0 ?
