Xymon PS Client broken after 1703 Update

 I wish  it was that easy of a fix but unfortunately that is not the issue.
The script was already unblocked and running fine until the latest creators
update for windows 10 installed.

Xymon PS Client broken after 1703 Update.

The service starts up in a paused state.

Any ideas? I have version 2.19
