I am also seeing this issue. I just checked out and built 4.2.2 from
SVN this morning and html manpages were not built.
No, they are built by me as part of the release - not everyone
has the "man2html" tool installed. I just haven't updated the
html-pages yet (will do so before the final release, to get the
date right).
