alert config variables

Is there an appropriate variable to use in alert definitions to delay the
first page, then repeat for a defined duration as desired?

Ex. For a particualr check, I don't want a page until the issue has bene 
ongoing for 4 hours, then I want to be paged/emailed once a day until recovery.
