make install bug?

Downloaded *xymon-4.3.12.tar.gz*, unpacked it, checked it in to SVN,
*./configure*, *make*, *make install*, tried to check-in resulting
installation, found copies of *.svn* directories from the source tree under
the installed *server/www/help/manpages*.  This strikes me as a bug, no?
