NOTICE seems giving unexpected result

Add a NOALERT after the NOTICE, and you won't get the alert messages.
Can you send a patch for maint.pl so you get only one alert per submit?

That is how maint.pl used to work.

In other words say I select hostA's ALL services and hostB's conn
service to disable for two hours then notify sends one email per
host.service. I rather have just one email per submit.
