Your hobbit-alert.cfg config is wrong. Try:
HOST=HOST SERVICE=cpu,disk,memory,http TIME=*:0800:2200
SCRIPT /usr/local/bin/sendsms 45xxxxxxxx REPEAT=15m FORMAT=sms
Dumb question, but you are putting HOST=xxxx where xxxx is the hostname of the server, right?
You could also try:
HOST=*
SCRIPT /usr/local/bin/sendsms 45xxxxxxxx REPEAT=15m FORMAT=sms
Also, is sendsms executable?
