NOTICE alerts sent only for DISABLE?

The documentation (in-file comments and man page) indicates the NOTICE
keyword in an alerts.cfg rule will produce an alert "if the message is a
'notify' message (typically sent when a status is enabled or disabled)."
 notifications.log shows the e-mail going out when a monitor is disabled,
but not when enabled, either through a manual enable or through a disable
timeout.  Is this expected/intended behavior?  How do I get alerts for both
disable and enable?
