umlauts in xymon

"file" on linux characterizes the file as UTF-8, firefox page
information shows the same char set. Coding the "ä" as a html entity
makes no difference.

i can see umlauts:

my steps:
- send a status message "lämmcomm":
    bin/xymon 127.0.0.1 "status vwbox.vw.lan.lämmkomm green text"

- add "lämmkomm to group-only line in hosts.cfg:
   group-only apt|files|login|memory|trends|lämmkomm group-only-test
