Macro confusion

Given two different, but trivial alerts.cfg files:

--- file 1 ---
$H=HOST=a,b

SERVICE=conn $H

--- file 2 ---
$H=HOST=a,b

$H SERVICE=conn

---

The first file will match hosts a and b but not c; the second file will
match nothing.  Take "SERVICE=conn" out of file 2, it then properly matches
a and b but not c.

What gives?
