Latest 4.2-pre snapshot doesn't install CGI scripts

Is this fixed in today's snapshot. I installed yesterday's snapshot and got 
problems with the cgi's
I wanrt to know before I run "make install"

I've moved many of the cgi tools around, and probably messed up the
Makefile along the way. Will check - thanks for noticing.
