Let's be clear:
Client Sever
BB -> Hobbit OK (Hobbit will understand)
Hobbit -> BB NOT OK (BB will not understand messages
from the Hobbit client.)
The statement "no new hobit-style data or functionality" means that without
the hobbit client running on the other department's servers, there will be
some tests not done (e.g. the ports check) that your hobbit clients might be
doing and sending to your hobbit server.

What do you mean when you say all of the old-style data still works, but
no new hobbit-style data or functionality? Do you mean that hobbit can
handle all the old data, but BB cannot handle the hobbit data?
That's exactly right. A BB client can feed a Hobbit server, but a
Hobbit client cannot feed a BB server. Hobbit just does things
differently, and BB can't handle it.
