Not sure how you'd do this from a Xymon config stand point.  But you could
setup your web server config (e.g. httpd.conf) to control access to various
Xymon pages.  A lot of the fine detail is produced with scripts in the
xymon-cgi directory.  You could require authentication for anything with
those links, or simply anything that ISN'T your front page.
