4.2.0 problem with "Snapshot Report"

I've been trying to get the "Snapshot Report" feature to work correctly, but
no matter what date I use for the report, when I click on "Generate Report",
I get a blank page with only "Cannot create output directory" as its
contents.  I checked the apache logs and can't find any information about
this.  Any ideas?
