Looks similar to the blue graphs we used to get. It might be the same issue.
Search the archives for "blue graphs".
You can also try a different browser. If I recall, the blue graphs
issue was browser specific. Only happened with Firefox.

All of the graphs on this system appear like this.
Environment is new install of xymon 4.3.3 on HP-UX 11.31, rrdtool 1.4.5
