just did a build on a fresh Debian 9.5 installation. All I had to install was:
sudo apt install build-essential libc-ares-dev librrd-dev libssl-dev libldap2-dev libpcre3-dev
But - why don't you use the very nice Xymon 4.3.28 package available in the Debian repository? It works perfectly fine.

dependency that way missing.
